As china tries to adhere to one child to each family only, how long will it take before the population there stops growing

In my opinion, I think the idea of statutory 'one' child families is barbaric, especially when mothers 'accidentally' become pregnant & know immediately that the baby either has to be aborted, adopted or left to die in the sreet (as newspapers showed some time back). For some it's nice to have a sibling or two, but to have this option taken away from you & your parents is very cruel. Is this why so many Chinese people want to leave their country of birth I wonder?
chinas population is in decline and has been for a while now, there are still more children born there than anywhere else because it is the largest single nation, the usa should overtake soon, but the current trend for having smaller families or no children in the west may prevent this.
The USA? (pop. approx 270 mill in 1999) i doubt it - India is next in the list - pop. over 1 billion
