They are not going to promote this, as they are going to get absolutely swamped with enquiries come early April, whether they prompt it or not.
Furthermore it is plain to me that they aren't going to be able to cope with the temporary demand for this - so don't run your finances down to the last penny during late March.
The paper will eventually latch onto this as a 'story' and politicians like Milliband who will try and make trouble for the Government in its final days.
If you've got a couple of low value policies that fall below the current thresholds and are over 55, you may want to consider starting the process of withdrawing these now - there has been this option (subject to capped constraints) for several years now.
Otherwise my guess is June before the peak load gets responded to.
Many companies have (deliberately, in my view) not announced how partial withdrawals and costs will work.
