I have a PC monitor which I used when I had Windows XP.Can I use it with Windows 8.1?

Don't see why not, I've used old monitors or passed them on to other people in this way. You might have to download the current set of compatible drivers from the Makers support website.

The only foreseeable problem is whether the connections from old monitor to new pc are the same.

What Make/Model of monitor? What connections at back of new pc?

If the lead fits into the graphics cart socket (or you can get an adaptor so it does, it should be fine. But one way to find out.

Thank you all... cannot remember the make offhand,and it is at my daughter`s,will ask her to look when she finishes work.I replaced it 6 years back.
