I think he has been locked up for most of his worthless life along with the rest of his family but only short sentences.

There are 100s if not 1000s of criminals who regard prison as a ' hazard of the job' They get caught do their time and reoffend as soon as they are released. They think of prison as a holiday and a time to catch up with their 'mates'. 3 hot meals a day free clothes and a warm bed can't be all bad!
I worked as a tutor in a prison and actually met many people who think like that.
