When does a relationship become recognised as that of cohabiting? Also when would the full rate of council tax need to be paid regarding a second adult frequently staying over at an address that is currently being discounted due to single adult occupancy? Thank you

My parents think that anyone receiving Child Benefit is lazy and should get off their bums and get a job, whereas it's just the most recent name for what they call Family Allowance.

as I typed, I thought " and as they change the names, they change the rules.... "
but luckily in the day of the internet they put all the guidance manuals on the internet. In the eighties I used to have to go down to a law library to get and read copies... those were the days ! There has to be some joined up thinking - there is little point in having five meanings of co-habiting, and I am pretty sure the guidance manual I have cited relates to counil tax
