Small black bugs - any ideas?

While cleaning recently I have noticed tiny black specks appearing on a surface next to my stairs. Everyday more appear. On closer inspection some of them seem to be alive. They do not move around but I can see what looks like very tiny legs on them. I squashed one and it left what looked like blood (blackish) I have since noticed on the ceiling above the stairs patches of black what looks to be small clusters of these bugs.... I have no idea of what they are or what I can do to keep them away - Please can anyone help??

Possibly corn lice? Do you live near a field where corn is grown? We do & they come in the house in droves but don't do very much when they are here. They don't move, or buzz just lie on window ledges etc. Never studied one so don't know about the legs/bllod but they don't last long & have never bothered me other than having to clean them away
Do you see any flying around. I have had some bugs for a very long time and they bite. Have had lots of spraying etc done but nothing seems to kill them. If you find an answer or of anyone out there knows please let me know. Getting really fed up with them, even moved and they moved with me.
