Tenements (Scotland) Act 2004

I live in a small block of flats - we are each responsible for 1/6th of common repair costs.
We need to get a new roof, previous attempts to patch up the damage have been unsuccessful and we need to 'bite the bullet'. The repair is to cost £12,000.
One of the landlords is being a pain in the Ass. He requested that we get a quote from his favoured roof guy. We did this but the quote was higher than the other quotes. This has been ongoing for months.
At present my only contact details for this guy is by email. I just want to get the work done - especially as the current leak is above my flat.
Is it reasonable to consider forcing this guy to agree to the repairs and pay up? If I knew the legal position to this (can't see it contained in the Act) I have a c/o address that I 'could' use to send something legal sounding to.

Thanks Sandy - will have a check. I think that most of the advise centres around who pays what proportion to the bill. Do you know any big bruisers that I could send to talk to him?

fjc - the words 'normal' and 'Scotland' should never be in the same sentence.
We don't have a factor but one of the other landlords usually tries to organise stuff for us. He is hacked off by this other landlord and asked me to constantly remind him that he has to agree to the work and pay up.
I am hoping that once the new roof is on there will be no further problems. :-)

When I lived in Edinburgh, I lived for a few years in a tenement and whenever mutual work had to be done , it was all arranged through the Building Control Dept at Edin council. I worked for a while in that dept and this kind of work was always being done and there was always ONE who was difficult. Once the BC dept is involved, work had to be commenced within 30 days. I don't know the situation now as I've been away from Edinburgh for 30 years but certainly speak the BC dept and get their advice.
