I am a crossword compiler. Without the question I can say. But one trick we use, is to put two words together,which seem related, but aren't.
eg Birmingham/City
So you are saying that the 10 letters in the yellow squares are BIRMINGHAM. There aren't many 10 letter cities/large towns in France but a quick look doesn't show one that can be made from the letters shown perhaps you have made a mistake?
In last weeks issue 2 the question was a French City so they probably have made a mistake by not changing the question.I've just sent the the form in with Birmingham as the answer.
