What is the thinking here (If there's any thinking at all)? Are the people involved nearby, hoping to snag themselves a Mountain/Racing Bike? Are they harder to steal in Ipswich?
It's not just someone on a bike garotting themselves, Pete, but with so few people wearing Helmets there's the added danger of falling off the bike backwards and splitting the back of the head open.
There is no punishment harsh enough for these morons.
I've seen it done around here (also not far from Ipswich) but, as I carry out surveys on parts of the National Cycle Network across much of southern England, I can tell you that it's been mentioned to me by cyclists in many different areas.

You should be most concerned about this.Like me I assumed ped meant on foot which is what footpaths are designed for.No place for wheeled cyclists.I do not like the idea of garroting or decapitating cyclists it makes a mess on the tyres of my mobility scooter when those inconsiderate pedestrians on the footpath get in my way!!
so dangerous ,so stupid ,this was done in a park near us recently and a little 5 year old out with her grandparents cycled ahead and some idiots had put rope across the path she was knocked of her bike and bruised ,could have been much worse .
I have checked the 2 roads concerned and wires across the pavement would not effect legal cyclists. There is no "cycle" path not even a painted one. A wiire would not be good for a pedestrian at walking pace but not fatal, I agree though, a very nasty thing to do.
