Singapore was a very longshot that's why I added the question mark, another longshot - Xerta (anagram of extra) is a town and municipality in Spain.

1581960 - You certainly got further than me with your ideas. I had SINGLE written on my scribble pad, but could get nothing to go with it. As for XERTA, just a pity it was a town and not a city. Grateful thanks to all who helped and hopefully one day I may be able to repay you.
