huh, the video just obliterated most of my answer.

It's a sequence from a genuine film about Hitler's last days, in which he gets into a rage. Lots of people have adapted it and added subtitles showing him in a rage about different things. So it's become a meme, an idea that people have taken up and developed in different ways.
