Do Banks / Government Departments Know The Word 'sorry' ?

HSBC / Deutsche Bank / The CPS all up to their necks in *** of scandal. I here the words Regrettable, 'tightened up of procedures' blah blah blah, but I don't ever seem ever to have heard the word SORRY ever being mentioned, not even once. Does their arrogance mean that to use the word would be a sign of weakness? That they still don't fully accept they have ever done anything wrong?
