For more on marking an answer as the "Best Answer", please visit our FAQ.I think, possibly wrongly, that most of the ones who do not vote are young people who have just got the vote and do not know anything about politics, yet. I myself (aging disgracefully) do not know much but I learn from the media coverage and make my mind up. I have only ever missed once and that was because I was too ill to get to the polling place.
Failing to vote does rather devalue the result - for example I understand that only 24% of the voting population chose Cameron's Party last week. So three out of four people either don't want him or don't care.

A fair point, and not easy to answer. I would say however that I doubt that all the 34% who didn't vote know nothing about politics - equally some of those who did vote probably know nothing about politics.
