I'd go for a variegated leaf yellow & green ivy or a cream & green one, which are everygreens and will grow quite quickly and cover the fence all year round. Put it in the biggest container you can find with plenty of nutrients and keep it moist. Every year scrape out the top two inches of compost and replace with fresh and it will keep going for ages.
The first thing to spring to mind when I saw your post was Bamboo, there are many shapes and sizes that would be suitable for container growing and they sertainly are fast.
Polygonum baldschuanicum, commonly known as 'Mile-a-Minute'. Big leaves, lovely white flowers. Climbs anything, but without the suckering in that happens with Ivy. But beware - it didn't get its name for nothing.
