He lived in London and had work exhibited at the Royal Academy.
There is a book about his work, Golden Hours, the work of Arthur J. Elsley 1860 - 1952 by Terry Parker published by Richard Dennis 1998.
I don't know anything about Higgins and Bower.
I have the very same picture on oil,,the frame is roughly 20x16 gold in colourbut quite beautiful. On the back is
first line,,,,,Higgins and Bower
second,,,,,,Tower Bridge Road
third,,,,,,,,,,London
The back of the painting looks very old and it seems the frame is held together with wood inserts, it is canvas but its a fake and is still desireable,,but for only a few hundred dollars. I can send you \ pic of mine if you would like and we can compare if you wish. Good luck and take care. If you have a real one,,be carefule,,worth into the hundreds of thousands.
