An example of how it has worked is this: you own a few lemon trees on some scrubby bit of land, and in cahoots with some official and with a few euros in a brown envelope get yourself registered as a small farmer and therefore eligible for subsidies, you apply for a grant for a tractor which is granted, but the tractor seller also sells Porsche Cayennes, so with a bit of shuffling of papers and more brown envelopes you end up with a Cayenne, generous subsidies, an early pension and more or less nothing to do except sit around in the sunshine with your mates and fidget beads, which is all you did in the first place when you were poor.
Yes, the EU is a wonderful institution, but now the heat is on, there are more 2nd hand Porsche Cayennes for sale in Greece than there are in Germany.

To go along with what you suggest ff it would mean the decent folk are effectively abused by the State that forces them to continue to contribute whilst some others are allowed a free ride payed for by that first group. This ought not be acceptable, and there is no reason to believe one generation do not have as capable individuals as the previous.
