A group would get itself targeted due to its beliefs/practices. If there is an issue with first cousin breeding, and that can be established scientifically, then it can be legislated against for everyone. If there is no issue things can be left as they are.

conclusion was that in areas that bride burning was an issue, you married your cousin because you were less likely to incinerate a relative.
