Exchange of social housing is legal and as I just said there are many websites that match up tenants that want to swap. But it is down to the tenants themselves the councils will not do it. The councils must agree to the swap however, but they do not normally object unless the tenants have rent or council tax arrears.
Thanks, bedknobs and Eddie. I hope the swap sites can help resolve fedupandfifty's problem. I was, however, speculating that finding a place down south, particularly around London which is where all the pressure on housing is, will be difficult.
Then again, the bigger the pool of potential house swappers (ie London) the more likely it should be to find someone who wants to get away from it all and move north.
