However, in answer to your question, it would be extremely difficult for a continent to even begin to implement something which derived from the actions of a single nation state.
Also, (with help from Wikipedia here), Albania, Kosovo, parts of Bosnia and Herzegovina, parts of Bulgaria, Montenegro and Macedonia, as well as some Russian regions in Northern Caucasus and the Volga region are predominantly Muslim.
It would be difficult to imagine them implementing some of the measures that Japan has.
