Glue for PVC sheeting?

Whats the best glue for clear PVC sheet?
Impact contact adhesive I looked at doesnt do PVC. Power duck tape seems good and waterproof, but not sure if that would hold up in all weathers
This is to make a mod to a stacked mini greenhouse to turn into a cloche. So need to Glue or tape the clear PVC sheet with other PVC in places. Needs to be flexable and weather proof.
Am hoping for something not too expensive I dont have to go to NASA for.
