the winner was disqualified after a stewards enquiry so the bookies would have paid out for the new winner but the disqualified winner is going to appeal,if he wins this what happens to the owners of the original winning tickets can they claim of the bookies as well

The original winners will have been paid out. All bookies(as far as I know) pay first past the post and amended result. That wasn't always the case, as I know to my cost. ;)

but he was disqualified within 10 mins after the race i heard that commenter say the bookies will not be paying out till the decision was made,
Perhaps he was talking about the course bookmakers. I'm not sure about their rules. But, as I say, the high street bookies pay FPTP and amended result.
^Not, I should add, out of sympathy for the punters. A Coral's manager told me 30 years ago that they made more profit by paying out straightaway than people waiting for the 'weigh-in' after every race. That made sense to me. ;)
The on course bookies NEVER pay out immediately when there is a 'steward's'. Indeed, many of them are too busy taking bets on the outcome of the enquiry. So anyone backing Simple Verse at the track will not have been paid out.
