Can These Cyber Bullies Get Arrested?

A group of cyber bullies have been targeting a friend of mine, posting her personal information including address on a number of websites, spreading vile rumours that her and her family are going to be raped and killed, threatening to post her info on the dark web, impersonation of the girl.
The scumbags have even targeted her deceased veteran father, by uploading images and mocking his death.
The bullied girl and the cyber bullies all live in America but I am trying to advise the girl because according to those vile homo sapiens, they are members of vpn and that supposedly makes them, annoymous and untouchable.

Thinking laterally, they may, indeed, be able to anonymise their internet identity (IP address, in the jargon) but the simple fact is they know who she is and they know where she lives and they have, for reasons we can only guess at, taken the most extreme dislike to her.
Does that not narrow down the number of people this could be?

I feel compelled to ask if she's cleaned someone out at online Poker and it's real money, not Facebook pretend money. That would be a jokey aside but, since you're in America, this is no joke.
A CCTV camera that overlooks the approach to the housr but without being to obvious to visitors wouldn't cost that much.
It's not an adequate defence, of course but it might be that the Police will decline to take action until you have someone's face on video.
If this was the movies , they'd take her word for it and stake out her house, right away.
