Neon strip lights: cheaper to leave on or turn on/off regularly?

I was told that it's dearer to just switch a strip light on, than run it for eight hours. Is this true? Does it use more electricity turning it on than leaving it on for a long time? Any experts out...

Why are Scotland moaning about one bad decision that went against them?

Conveniently forgetting the two wrong offside decisions that the linesman gave them, one ruling out a legitimate goal by Italy and the other giving Scotland a goal that wasn't.
