what flower am i growing?

I have a giant (6 feet) plant in my garden and am unable to identify it. Its stem looks like large celery,leaves looks like hollyhock but the flowers appear to be achillea (yellow) Can anyone advise?

soil or compost

I am starting both a veg and flower garden from scratch.Should I fill my beds with topsoil or compost.I only have hardcore down at the moment. Many thanks A.Armstrong
