Ottoman empire title

HELP -it's driving me potty. what the devil is the title for an official of the Ottoman empire [28D]

Help my non-computer brain can't answer 41 down. I have -L-G -N. Looks like 'flag on' - but surely that's too easy for computerheads!!

I am being very thick - but what on earth is the answer to this one - I can't avoid jute or hemp - but they don't fit in with my -e-e! help!
