DVD wont play

Laptop +Windows XP+ WinDVD8. When DVD is inserted, this message appears " Your display environment does not support protected content playback" Same DVD in another Laptop ..no problem

One seater cars and Road Tax issues

Would a one seater car capable of say 30mph require road tax if it was electric? Would it need an MOT / numberplates / lights insurance becasue of the speed Does anyone know of such a vehicle?
