Why Do I Have To Get A Referral From My Vet To Visit An Osteopath Or A Chiropractor.

So my 7-month-old Irish Wolfhound has hurt her neck, she has seen a vet and had xrays etc. They can see muscle wastage on the x-ray, but everything else is looking normal, and no idea what's going on....
