How long can one person who is not an american citizen come into the US and stay before having to leave, or apply to be a citizen?

Pass Port or Visa or Both

I am a United States citizen wanting to visit the Philippines what do I need, a Visa or a Pass Port? (I'v not been outside the US as of yet)
