Milk spots

I get white spots (milk spots?) around my eyes that last for months. I was wondering what causes them and what I can do about them.

I'm trying to put rawlplug in a wall where the plaster crumbles. Each time I try I get a hole that's too big to hold the rawlplug. Any suggestions?
