Computer "Resources"

What does it mean when I get a window up that states that I am dangerously low in resources" and do I want to close any programmes?

Memory Leak

After being on the internet for a short while (30mins) and if I have downloaded some files my machine runs out of memory and i have to restart its alamost like the memory has leaked out
