rounding up to nearest pound

Obviously ?1.38 would be rounded down to ?1.00 and ?1.68 would be rounded up to ?2.00 but does ?1.50 get rounded up or down?

Why is it that when I start to use my steam iron a huge amount of dirt/sand comes through the steam vents. Could it have to do with the fact that our water is hard? What can I do to avoid this?
