i saw a while ago on tv ,the lawyer that gets all the the celebs off paying their fines said that a parking ticket has to be finished and placed on your car by the parking attendant other wise if it...

Parking tickets - driving off before its been issued.....

Having a bit of a debate and wondered if anyone knows what the law is around parking tickets. If you see a council parking inspector writing you a ticket and putting it into a pouch ready to stick on...
