Disk Defragmenter and Scan Disk

Why is it that I get the error message when I run Defragmenter or Scan Disk that says "...has been restarted 10 times due to changes in the drive..." I even alt Ctrl Delete and close every application...

Why is Win32 Kernel core component trying to broadcast an ICMP Type 10 (Router Solicitation) packet, and should I allow this program to access the network?
