Living in caravan on drive

Is it legal for my neighbours' son to be living in a caravan on their drive? It is hooked up to the mains via an extension cable through the letterbox and they make a lot of noise!!

Living in a Caravan on my own land

I have recently sold my house and have taken a touring caravan to a field I own that has been in my family for many years. On the land are farm buildings where I have been storing some furniture etc...
