Graphics Slow, or not function?

Will a DDR2 or DDR3 graphics card (AGP 8x) slow down or just not work when combined with a DDR1(400Mhz) FSB Motherboard

What does "IRQL not less than or equal" mean?

 I recently put a computer together from parts that i ordered and yet when i run the windows XP cd i keep on getting an error stating: "IRQL not less than or equal" on a blue screen of death...
