Why has the News section and the ChatterBank section got a welcoming message and a pretty picture, when it seems other haven't?

Oh dear the pretty picture has just vanished while I have been constructing this question.

I honestly didn't think AOG would be offended by what I thought (and others obviously did too) was a mild joke, I even put a wink in it for goodness sake!
