Why has the News section and the ChatterBank section got a welcoming message and a pretty picture, when it seems other haven't?

We've been rolling out the square adverts (MPUs) across the site instead of horizontal adverts for a little while (they've been on every question for the last month or so I think).
Just a bit of the reasoning behind it:
* The ads are usually better
* The ads are worth more/make more money
* We gain a nice editorial area next to the MPU
Making more money means we can invest more into site development, which means we can, hopefully, improve the site for everyone.

As Chuck says, various sections have welcomes, other have disclaimers. I'd like to use the "welcome" space for orientation and section specific rules. For example, I think it is helpful for a new user to know that posting a story in News without a link to a news item impedes debate.
It's something which will roll out to the whole site eventually.

If you do not wish to be on the end of posts which you perceive as personally offensive, then you should refrain from issuing the same - lest you be thought of as a hypocrite.
