Just having a jovial debate, Is it a nice cup of tea or a cup of nice tea. The cup can be nice tea not etc!

A gorgeous Liverpool lass she was, love the way she swings from a cut glass accent to a broad northern one.
In this instance "cup of tea" is considered as a single entity, so the adjective precedes the whole of it. Although this is impossible in some languages, it is extremely common in English. cf "a cheap bed and breakfast", "a scary book of stories", etc.

If you are in need of a brew then it will taste good in a tin mug.

Why is the first cup of tea of the day always the nicest? Is it psychological?
Probably for the same reason that the first cigarette is the nicest.
