Can anyone remember the name of this film???

Can anyone remember the name of this film? I on't have a lot to go on but it has bugged me for years. It was a sort of horror/other Side type film. The main bit I can remember is that there were three kids in the family 2 girls and a boy. It cme out after the omen but I don't know i it was a film or made for tv. The most important scene was in a car and the boy I think had tied one of his sisters' shoelaces together and when the car went on fire she struggled to get out and ended up trapped and died in the fire. she then began haunting her brother and sister. The brother died in an over the top horror type way but she went psychologically with the sister. it was a psychological horror probably ahead of its time in some ways but she turned the sister nus by talking to her - there is a main scene when she roles under the bd and starts talking to her and the film ends with the sister being in a straight jacket in a padded cell mumbling incoherently to herself. If anyone can remember what this was as it has continually bugged me on and off for years and years
