Do you mean the adverts where kids are on the toilet that they always show at mealtimes? Or crappy ads in general?
The ITC (Independent Television Commission) is responsible for setting standards for programme content, advertising, sponsorship and technical quality. Adverts carried on commercial television must comply to ITC Advertising Standards Code and ITC Rules on Amount and Scheduling of Advertising. If you would like to make a complaint the form is here http://www.itc.org.uk/how_can_we_help/complain/ad_
