How can i stop my dog weeing in the house?

i have a 2year old chihuahua which we got last year, whenever we put the dog out for a wee he doesnt go, and he never goes when its raining or snow. i keep having to keep up after him! can anyone please help?

Don't just 'put' him out - stay out with him or take him out on a lead. Go right back to puppy basics and get up early to make sure he has a chance to be clean, as Ratter says every time he eats or drinks and also when he has been playing or sleeping take him out. How often do you take him out for exercise? When its raining or snowing put a coat on and take him out (that is, put a coat on him as well as you). Just because he's only a Chi doesn't mean he doesn't need to be exercised whatever the weather.
No dog likes to pee where he/she eats and sleeps... So what i did when i got my new puppy was buy one of those wee wee pads you can get at stop and shop... Enclosed him in a area where accidents can be cleaned up easily.. Such as the kitchen... Put his/her bed and food on one side of the room and put the wee wee pad on the opposite side... If your dog is like mine... It will want to pee as far as it can away from its bed...Week after week move the wee wee pad farther away from the bed.. Until its out of the room. Becoming so accustomed to peeing on the pad will force the dog to whine or whimper to let you get it out of the enclosed area so it can pee on the pad.
