not a soft muzzle (you are dead right about being shot down firewatch) dogs can't pant or drink wearing that kind of muzzle, they are only intended for very quick use, maybe at the vet or similar. Find a decent training class.
This is very difficult. Use a check chain. When he meets another dog, check him instantly and say no very firmly. Besure you put the check chain on correctly.
define what you mean by 'going mad at other dogs' - is he/she wanting to play/fight/is frightened? what breed is it, what is the dog's history, is this a new thing, was the dog properly socialised as a pup, is it a rescue dog? As you see, there is no easy solution and the cure is to find out the cause and you are unlikely to do it without the help of a qualified, KIND animal behaviourist. please keep us informed of his/her progress - thank you

Not pet corrector either. If you want to change the dogs attitude to other dogs, why would you want him to associate the other dog with something bad? Go to a decent rewards based trainer.
<<< This one does it as well, we kept putting her in close proximity to other dogs, getting friends to walk with us with their dogs, going to popular areas etc and she's now getting used to it, and although not perfect, a LOT better than she was, firm handling, no cruelty and rewards as earned.
