Tied Up Animal

Yesterday I went to a mall and saw a little Jack Russell tied up outside - the lead being one of those short ones so he couldn't move much.
I was stroking him when a girl came up to me and said - is that your dog - no I said - she said because I was going to get very angry with you if it was - she proceeded to tell me the dog had been tied up for at least 2-3 hours - he was there when she went in to shop and was there when she came some hours later.
I went to said mall myself and found a security person and told him about it. Oh yes - it is a couple who shop here every day and it is for at least 3 hours.
I went out and still the poor wee thing - I wrote a note - tucked it under his "tight" collar - and said - please do not leave this dog out here ever again. Next time you will be reported and you will have no dog. I said something else but can't remember exact words.
Do you think this note will be heeded.

Unless you want to risk it getting stolen, never ever leave your dog tied up outside anywhere. Your chances of ever seeing it again are going down year on year.

Good on you for leaving a note jj. I hate it when I see a poor dog tied up outside a shop while the owners take their time shopping inside. Anything can happen to that dog, someone could take it or kick it. I remember a few years ago an elderly couple left their beloved collie dog outside a shop and when they came out it had been taken. CCTV showed a hooded yob walking off with it while the dog looked up at him confused. A short time later the dog was find drowned in a nearby lake or river. I once remonstrated with a woman who left her little dog tied up outside a shop. The little dog was shaking and nervous and I tried to tell her that anything could happen to it, but all I got was a load of abuse, she was a really vile woman. I would never do this to my dog. To be fair though, I don't think this note will be heeded.
They caught the yob lb and he went to Court. The elderly man attended, but his wife couldn't as she was far too upset. I admit to being angry with the elderly couple for leaving the dog tied up outside, as I can't understand why people don't just leave them at home where they are safer. I too have watched over a dog that had been tied up for ages.
