What dog breed is best for a flat in London?

I am looking to get a dog. I live in a flat in London with a small garden. I would bring the dog to the office a couple times a week. What dog breed would be best?

I'd suggest a bichon frise. They don't bark a lot, can be left but love travelling and don't need much exercise.
