How should I handle this situation?

There's this guy that I've never spoken to before but we have a class together. We're both in college, he's a freshman and I'm a sophomore so it's not like I got to get to know him last year or anything. He stares at me all the time in class and when I catch him he looks away and kinda looks embarrassed. He always tries really hard to hide it when he looks at me and stuff (which he's obviously not good at because I see him all the time). Should I be concerned with the fact that he conviniently seems to "run into me" but he doesn't seem to have the courage to actually speak to me?
