Know how to make paper darts to blow through a length of plastic pipe? Doesn't hurt them at all but gives them a scare.

Motion sensor controlled sprinkler system works very good but quite a job to install properly.

Is your neighbour aware that their cat fouls your garden, it is, after all, their responsibility. Maybe they are willing to share with cost.

Water pistol, prickly cuttings on the soil, orange peel, cat poo off granules from Homebase, metal cat with clear marble eyes ... the first one works.
