Shrieking pet birds in neighbors garden

This morning i was woken up at the crack of dawn by a weird screaming sound and on further investigation i noticed that the neighbor had a flock of roughly 7 peacocks strutting around her garden making a loud noise which maybe okay in a kenyan safari park but is totally out of character for a detached house in watford. My cat was nearly attacked in her garden by the gang of birds and has now came in an is refusing to leave the couch.
This afternoon she was seen walking down the street with leads around their necks and everyone had top cross over the other side as people were obviously scared at her menagerie of shrieking birds and what's more is that the birds fouled the pavement on several occasions and she didn't clear the mess up even though she walked back on the same side passing her birds mess.
I never even knew peacocks were allowed as pets so is this legal, do these birds carry any diseases that we the public should be worried about and if this noise continues in the mornings or indeed night or if my cat is attacked who should i call?

I am lmao at Ron. You CAN put a peahen down your trousers but it would result in a very big bulge.
Cats are a pain in the harris. Don't get me wrong, I love them dearly, but they are still a right pain. They nick your bed, they nick your food, they moan the whole time and nothing is ever quite good enough for them - one of ours scratched the OH on the face last night (although i am inclined, given current circumstances) to say he deserved it.
Birds, however, are far far worse. Never ever be tempted by the lure of fresh eggs. Chickens are mini dinosaurs who will wreck everything in their path. How I didn't kill one (or all) of mine today escapes me. But there is always tomorrow................

I don't particularly like cat's jan but I would never deliberately hurt one however it does annoy me that some people think it's OK for their cats to wander about crapping all over other peoples property. If Max my GSD craps in the street and I don't clean it up I can be fined up to a £1000 yet the some of same people who complain would be up in arms if cat owners were made responsible for cleaning up their cats mess
