tom cat yowling!!

Do tom cats only come around doing that yowling thing when a cat is in heat, or do they do it just for the sake of it?
We have had a tom hanging about for weeks at all times of the day and night and it's making my cats life a misery - she does not want to go out and looks quite nervous when she does and it seems to be putting her off her food a wee bit too. She has been neutered.
We do have some new cats in the street. A neighbours cat had kittens and she rehomed the mum elsewhere and kept one kitten herself and rehomed 3 others in the street and they are now over 6 months and are out and about too. One of those is a male but not the noisy tom and the other 3 are female - I know that 2 have definitely been spayed but not sure about the one that the original owner kept.
Any ideas??

The other one was scratching furniture more and more. I got some Feliway plug ins and that seems to have helped a lot.
The tom who wanders round here does a fair bit of yowling, I think it might be to voice a territory as well as scent marking.....especially if new cats arrive in the neighbourhood.
BTW my first two points on my post is due to this tom 'claiming' our garden as his territory. Which is why I got Feliway.

Shes seems a bit better now - I was away in Italy last week and got regular texts from the OH on the level of weirdness displayed by the cat - the fact that it was our Wedding Anniversary however clearly passed him by!!! She has been better since I came home apparently - just think on top of everything else she was missing her mum. :o)
