TE Reed, writing in Annals of Eugenics (1952) writes 'The frequency of red hair in Britain is only about 4%.' Nicholas Michelson (American Journal of Physical Anthropology, 1934) records that 2.37% of his sample have more than 50% red hair. Eiberg and Mohr, (Clinical Genetics, 1987) put the number at 4.85%.
