Oriental Poppies

I have oriental poppies and there is a black tar like substance on the stalks. I had the same problem last year after many years of growing them. The sticky tar like stuff seems to come out of the stalks the leaves and flower heads arent affected but once the flow comes out it breaks off due to the stalk. I have asked everywhere but nobody can help?

are you sure it's not the residue of a bug (such as lily beetle)?
